BERKLEY, Sr. TANCREDO, Sr. CHABOT, Sr. SAXTON Sr. NETHERCUTT, Sr. BENTSEN, Sr. DIAZ-BALART, Sr. CONYERS, Sr. NADLER e Sr. TIBERI) apresentaram a seguinte resolução simultânea; a qual foi submetida ao Comitê de Relações Internacionais
Expressando a vontade do Congresso de que o governo da República Popular da China ponha fim à perseguição aos praticantes de Falun Gong.
Considerando que o Falun Gong é uma forma pacífica de crença pessoal e prática com milhões de adeptos na China e em outros lugares;
Considerando que o governo da República Popular da China proibiu os praticantes do Falun Gong de praticar suas crenças e tem tentado sistematicamente erradicar a prática e aqueles que seguem;
Considerando que essa política viola a própria constituição da China, bem como o Pacto Internacional sobre Direitos Civis e Políticos e a Declaração Universal dos Direitos Humanos;
Considerando que o regime de Jiang Zemin criou e espalhou escritórios da notória “Agência 6-10” por toda a China com a tarefa especial de coordenar a perseguição aos adeptos do Falun Gong por meio da organização de (sessões de) lavagem cerebral, torturas e assassinatos;
Considerando que a propaganda difundida pela mídia controlada pelo Estado da China tem assediado o público na tentativa disseminar o ódio e a discriminação;
Considerando que o número conhecido de mortes por tortura atingiu 253 até agora, com dezenas de milhares sendo torturados enquanto confinados em campos de trabalhos forçados, prisões, hospitais psiquiátricos e centenas de milhares forçados a passar por sessões de lavagem cerebral;
Considerando que medidas oficiais têm sido tomadas para esconder todas as atrocidades, tais como a cremação imediata das vítimas, impedimento de autópsias e emissão de laudos falsos de mortes por suicídio ou causas naturais;
Considerando que as mulheres, em particular, têm sido alvo de inúmeras formas de violência sexual, incluindo estupro, agressão sexual e aborto forçado;
Considerando que vários cidadãos dos Estados Unidos e residentes permanentes têm sido presos, torturados e sujeitos à detenção arbitrária; e
Considerando que a campanha de perseguição foi criada pelo Governo chinês, levada a cabo por funcionários do governo e da polícia do Estado em todas as aldeias e todos os níveis de governo na China: Diante disso, portanto, seja –
Resolvido pela Câmara dos Deputados (concomitante ao Senado), que é a vontade do Congresso que:
(1) o governo da República Popular da China ponha fim à perseguição aos praticantes de Falun Gong; e
(2) o governo dos Estados Unidos utilize cada fórum público e privado apropriado para exigir que o governo da República Popular da China:
(A) liberte da prisão todos os praticantes de Falun Gong e ponha fim nas práticas de tortura e outros tratamentos cruéis, desumanos e degradantes contra eles e outros prisioneiros de consciência; e
(B) cumpra o Pacto Internacional sobre Direitos Civis e Políticos e a Declaração Universal dos Direitos Humanos, permitindo que os praticantes do Falun Gong exerçam as suas crenças pessoais.

CONCURRENT RESOLUTION
Expressing the sense of Congress that the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners.
Whereas Falun Gong is a peaceful and nonviolent form of personal belief and practice with millions of adherents in China and elsewhere;
Whereas the Government of the People's Republic of China has forbidden Falun Gong practitioners to practice their beliefs, and has systematically attempted to eradicate the practice and those who follow it;
Whereas this policy violates China's own constitution as well as the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights;
Whereas Jiang Zemin's regime has created notorious government "610" offices throughout China with the special task of overseeing the persecution of Falun Gong members through organized brainwashing, torture, and murder;
Whereas propaganda from China's state-controlled media has inundated the public in an attempt to breed hatred and discrimination;
Whereas the number of known deaths from torture has reached 253 so far, tens of thousands have been tortured while confined in labor camps, prisons, and mental hospitals, and hundreds of thousands forced to attend brainwashing classes;
Whereas official measures have been taken to conceal all atrocities, such as the immediate cremation of victims, the blocking of autopsies, and the false labeling of deaths as from suicide or natural causes;
Whereas women in particular have been the target of numerous forms of sexual violence, including rape, sexual assault, and forced abortion;
Whereas several permanent United States residents and citizens have been imprisoned, tortured, and subject to arbitrary detention; and
Whereas the campaign of persecution has been generated by the Chinese Government, carried out by government officials and state police, and permeated every village and every level of government in China: Now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that--
(1) the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners; and
(2) the United States Government should use every appropriate public and private forum to urge the Government of the People's Republic of China--
(A) to release from detention all Falun Gong practitioners and put an end to the practices of torture and other cruel, inhumane, and degrading treatment against them and other prisoners of conscience; and
(B) to abide by the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights by allowing Falun Gong practitioners to pursue their personal beliefs.
